A survey of the bottom where in-water work is proposed, recording what lives there, such as seagrass, coral or hardbottom, and where it is. Reviewers use it to judge whether a dock, seawall or riprap can go where it is drawn, or has to move, shrink, or be paired with mitigation. Whether you need one depends on the site and on the agencies reviewing the work, so ask at the start of permitting rather than finding out partway through. It is commonly supplied and paid for by the owner rather than included in a contractor's price, so check how each of your quotes treats it.
Which agencies are involved, what each one wants, and the order they want it in.
