Do I need a permit to repair a seawall in Hallandale Beach?

Yes, plus county licensecity permit + county license

Yes. Hallandale Beach recognizes the Florida Building Code with Broward County's administrative provisions, and its Building Division takes permit documents only through the city's online portal. A substantial repair must meet the city's tidal flood barrier height, and owners must add side containment barriers where needed to keep rainwater on their own lot. Broward County also requires its own Environmental Resource License, often a general license for a repair in the same place.

The detail

Not applicable seaward of the Coastal Construction Control Line - Sec. 8-89 (Ord. 2020-030) During construction, contractors must keep the site perimeter and adjacent rights-of-way broom-swept every day and restore them afterwards; the city may withhold final approvals until a contractor does - Sec. 8-35(a)(1)-(3)
