Do I need a permit to repair a seawall in Aventura?

Yes, plus DERM Class Icity building permit + county Class I

Aventura has no seawall-specific section, but no development may start until the Building Division issues a permit, and work next to tidal waters needs county environmental approval first. Most repairs also need a Miami-Dade DERM Class I permit, which the county requires for work in tidal waters in every city; sealing cracks and repairing pilasters are exempt.
