What are the storm and debris rules in Key Biscayne?

Before the warninglandscape debris must be gone

Key Biscayne bans putting yard waste on or within ten feet of the right-of-way once a hurricane watch is issued, unless the Village Manager instructs otherwise in writing. Debris can sit on your own swale only for a licensed private hauler, and only if pickup is finished before a hurricane warning is issued, at the owner's cost.
